Welcome to the Monster Manual of FUEL, minus the monsters. Though you may run into the occasional mutant, the vast majority of your encounters will be humans who often lack humanity. This tomb details everything about the likelihood of an encounter and most importantly the encounter itself. Some are roughed-out NPCs based on skill and culture (i.e. Archetypes), while others are specific desert dwellers with a name and a backstory. Achieving smooth, efficient gameplay is almost entirely based on the structure of one’s character and RM gaming sheets. The manner in which you arrange large amounts of data is not always a “one size fits all” solution, which is why these DOWNLOADABLE (right-click, save image as) character sheet samples are more suggestions than they are requirements. But a helpful guide can always come in handy.

Boyscout
Archetype
​
Don’t let their name fool you; the term “boy scout” is wasteland slang for ex-Constables and Knights who have abandoned their social order and essentially gone rogue. But people leave society for all sorts of reasons; karma-wise, you never know what you’re going to get when you encounter a Boy Scout. These characters are extremely well-rounded in terms of skill and ability. Their experience as officers has prepared them well for almost any situation, especially marksmanship. Their departure from communal life has left a bad taste in many of their mouths, which is generally why Boy Scouts tend to congregate in smaller numbers.
Rev-head
Archetype
​
Rev-heads are the 4-wheeled version of Bikers. These NPCs love speed, adrenaline, and all things engine related. Their mechanic skills are almost purely devoted to enhancing their rides for roadway domination. They almost always possess a vehicle and they rarely ride shotgun. In other words, they would rather engage a foe from behind the wheel than as a passenger.


Valkyrie
Archetype
​
The culture of the Valkyrie is a rebellion against the dystopian shift away from women’s civil rights toward misogyny. They do not necessarily shun men, but any men adopted into their community hold menial positions. Their karma is generally one category “more civil” toward unfamiliar females as compared to males. For example, a normally “moderate” Valkyrie will behave as “civilized” toward a female. These women pride themselves on their brutality, but generally maintain some sense of humanitarian balance.

The Heroes & Hellions
​
There are a handful of wasteland and city dwellers that have a reputation or backstory that brings them to the forefront of NPC anthology. The heroes and hellions of FUEL are individual NPCs whose main purpose is to add some color and detail to the game.
The presence of heroes and hellions in the game is solely at the discretion of the RM (Roadmaster), and generally requires some subsequent NPC preparation, as most of these individuals maintain a significant following.

​Most of the descriptive statistics for heroes and hellions mimic those of the Archetypes, however some are more specific and some are altogether new. Experience points are pre-calculated, and are based on their primary weapon.
